Compression Bungs VS Star-Nuts for threadless forks?

A question I got in this video's comment section:

Wanted to know your opinion on "Compression bungs vs star-nuts", which is better, when and why?

Reason for asking this is because I also find some solutions taking the place of this in a bicycle to provide you with a place for hiding your bike repair kit or for anti-theft GPS units. Do these compromise the stability of the bicycle by replacing these star-nuts or compression bungs?
 
Star nuts are tried & tested solution for metal steerer tubes. They don't loosen once installed and do their job.

Unfortunately, carbon fiber steerer tubes can't take the stem's compression without the support of a (long-enough) compression bung si there isn't much choice with those.

Safety concerns​

How do the two systems differ in terms of safety?

With metal steering columns, it doesn't matter. Once you tighten the stem, it's clamped to the steering column (tube) and you can throw away the top cap, and the star nut (or the compression bung). Their only purpose in this case is to allow you to easily set the headset bearing preload.

With carbon fiber steering columns, the compression bung serves as an important structural element for supporting and countering the stem's compression force on the steering column. Without a good, tight and long enough compression bung (to cover the entire area where the stem clamps onto the steering column), you risk snapping the steering column.
