Yes, apparently Linux is government-controlled and used to enforce the corporate policies & politics:

Apparently, even if a GPL software project is based in a country outside of US (Germany, Serbia or even Russia for that matter), you must choose between having one or more US developers contributing or having one or more Russian developers contributing. I.e. even for projects based outside of US, if there is at least one US person involved in practically any way, you must not have any Russians involved in any way.
This came soon after the WordPress drama (another "free open source" software that turned out to not be really free or open).
