I am trying to remove a fork from my bicycle. I removed the the handlebar and the top cap from the stem, but the fork still won't fall out. I even tried to tap it out using a rubber hammer, but no luck.

This is how it looks like on top of the headset, do you guys have any idea how to take it off?

I failed to pry this small ring off, because I didn't want to use too much force so I don't damage it.

That (usually plastic) split ring on top - it keeps it aligned and pressed. Once it is removed, the fork slides out (drops if you aren't holding it - don't ask how I know LOL :) ).

To remove it, you could try pressing the fork from below, pushing it upwards, to unload the wedge that the split-washer creates - then use your hand / flat screwdriver to remove it.

Since it's not a carbon steerer column, you could spray some oil or WD40 to help it slide, and wack it with a rubber mallet. Gently, but firmly. :)

Is it hard to put it back in place, do I need any special tools for it?

It should slide easily with hand - if we're talking about inserting the fork back into the frame, with headset cups installed.

It should be inserted in line with the bearings. Make sure that the top of the steerer tube hasn't got any burrs (you can use some sand paper or a file to gently remove any burs at the very top of the steerer tube - where it was cut).
The fancy tool for deburring steerer tubes and handlebars after cutting... which also helps let your friends know that you're gay LOL. :)

Also make sure that only bearings are installed at the top - only once you've installed the fork should you slide on the dust seal (if there is one), the cone, and compression ring (the split-plastic thingy) - in that order usually, though the dust seal sometimes goes after the cone and the split washer are inserted.

A light coat of grease on the steerer column of the fork before inserting can also help slide it in more easily and prevent rusting.

To anyone else who might be wondering how to remove the fork, banging a bit more with a rubber hammer helped. 😁
Just hold the bike frame from moving and absorbing most of the impact, you don't need to hit it too hard.
