OK, so I'm not crazy. 
YouTube has acknowledged a widespread comment problem:

This may not have anything to do with the occasional bugs I've noticed over the years, like missing comment notifications, comments being invisible and showing up in the "moderation queue" a month or a year later and similar.
Either way, I prefer to use the forum for any questions and answers.
